For each Launch library display the user name next to each key status like:

Submitted by John Smith (27 Aug 2020, 19:23 UTC)
Rejected by Veronika Angel (27 Aug 2020, 19:30 UTC)
Submitted by John Smith (27 Aug 2020, 21:51 UTC)
Approved by Veronika Angel (27 Aug 2020, 22:41 UTC)
