Can we get access to free AEP sandbox for training purpose and POCs?

To get access to AEP Sandbox you need to be a solution partner with Adobe. If you are then you can reach to Adobe’s solution partner team to request access if you already don’t have it in your account - https://solutionpartners.adobe.com/solution-partners/contact.html
Other option is to get instructor led trainings by Adobe where they might give you temporary access to practice while training - https://learning.adobe.com/courses.html?&products=Experience+Platform&trainingMethod=Live+Instructor+Courses
