In my understanding instructions are referring to users you subscribed to Adobe Learning courses https://learning.adobe.com/learn-by-product/experience-platform.html
AEP access or any other Adobe Experience Cloud solutions are not generally available for open access, they get access to through their organizations or through learning courses for a short period.
