what is the difference between "on demand training" and "all access"/"public training"?

Has two types of subscription, on demand and all access.

 

What is "public training"?  If its public, its free right? If itst free, why does this sub cost more?

 

Does either course include a license for developers to install a local copy of adobe experience manager?
