User access to see the "preview" tier in the developer console UI

does not seem to grant a user access to see the "preview" tier in the dev-console UI.

Users with these custom roles can see the Author and Publish options in the AEM Developer Console, but the Preview option (available via the “All Previews” dropdown) is not visible.
