Targeting / personalization cq not defined errors (AEM 6.3 SP1)

i am getting following errors in developer console , when i enable personalization using contexthub, target cloud service.

If I add a new activity, component targeting with audiences, component text is blank.

I hope someone from Adobe could answer this. i am using aem 6.3.1.0( 6.3 with sp1)

Tealium utag is used in the client application and throwing following js errors. Any idea on this error?
