Reverse Replication Not working

Hi Team,

I am trying to setup reverse replication on aem6.1. followed the steps from this link - Replication - docs.adobe.com

but a reverse replication agent in the publish environment (an outbox) is not getting turned on and unable to turn it on.

Followed all the steps it's not working. Any suggestions or help?
