Request to support for non-ISO locales as JcrResourceBundleProvider does not support non-ISO locales OOTB

On our application, due to member firms structure, non-ISO locale are used (e.g. DE-DL Germany Legal). OOTB "JcrResourceBundleProvider" implementation doesn't recognize non-ISO code and returns the default value instead of locale specific translated value. A support ticket was created [1] and got a confirmation that non-ISO codes are not supported.
I am raising this enhancement request to recognize the non-ISO locales as there many sites with this format.
