Permisison issue in siteadmin for activate tab

Hi All,

Added a NEW user and provided all the default permisisons. 

Once we open siteadmin console , we are not able to see "Activate " and  "Deactivate" tab .

Provided permissions to /content location and also to /libs/wcm/core/content/siteadmin. Not sure , while we are hitting getting same issue.

The article applies to 5.6.1 also.  Make user part of group "content-authors" and verify.   May be you have overlayed check at apps also.  Apart from above two I can think is custom implementation issue.
