New User can't see our custom "Allowed component group" in design mode, Why ?

- Added a new user with having same permissions as other users. 

- login to the Author instance and open a content to edit. 

- Changed to the "Design mode" to add few components in to the sidekick. But can't see our custom "allowed component group" that were expected to see. We can see the "Generic" but not the custom group that we have added. 

- But other users can see that our custom "Allowed component group". Only one user has this problem.

- Is this a permission issue or something else ?

Should not really be the case if the new User belongs to the same group as others !! 

Does he not able to see the component group or the custom component within the component group
