Modal popup

Requirement:

if  I click on the <link> html page should open up in Modal popup with the authorable content in AEM. PS: Link has a logic to open up 2 different modal popup for 2 different users.

Question:

How can I create a Modal popup in which content should be authorable, if I use cq:include to include the parsys, it is not taking up in Modal Popup page.

If I want to create a template for Modal popup how can I manage the logic of the link to display for 2 different users with different modal popup. Campaign works here?
