Missing Configure icon when editing a form

Hello folks,

 

Do you know which permission level can see the Configure icon when designing a form? I added a user to all groups, except the administrators group, but they can't see the Configure icon. Any suggestion?

forms-power-users group should be sufficient for creating, previewing, publishing, and submitting adaptive forms.

    Thanks, Vijay. I tried that and it doesn't seem to work. Interesting thing is that it only works when I add the user to the administrators group. Do you think there is a bug? I have 6.5.15. 

    If there is no bug with the permission groups. Do you think I missing any permission from the following screenshot?
