Manage publication button is not visible in Experience Fragments and Assets

I've customized the Request for Activation Workflow by overlay libs/../managepublicationwizard and

the manage publication button is showing for all pages and it's working as expected. But in Experience Fragments and files in the Asset folder, the manage publication button is not visible. But if I provided the replication access to the user it will be displayed there and able to trigger the workflow otherwise the manage publication is not showing in both experiencefragments and files in the assets.
 

Hopefully, someone can give me some suggestions. thanks

Hi,

This is expected behaviour. The manage publication button only shows if user has replication action.

    Thanks for the reply. As per the documentation provided by the Adobe, we need to remove the right to the replicate action from all appropriate users for all relevant pages; to have this workflow triggered as a default action when any of the users try to publish (or replicate) a page.
