JSOUP 1.15.3 version Bundle Exported Package Dependencies not Consistent

I have a requirement where I am embedding JSOUP 1.15.3 version from different Project Bundle. I want to use this JSOUP 1.15.3 in different Project Bundle. I am getting following issue when I am using this dependency.

 

This is the exported packages I can see in JSOUP bundle

 

Also, When I am restarting my AEM Instance, then these exported packages are proper and it worked fine as shown in below screenshot.

 

As we cannot restart the higher environments so it's a problem. Please help here in getting proper exports of dependencies from JSOUP Bundle after deploying with regular process without restarting AEM Instance.

Could you please share the pom.xml entry you used to include the JSOUP dependency. Also, the order of bundle resolution.
