Is it possible to drop an image component on a parsys and then be able to drag and drop that image component around the page?

Is it technically possible with AEM and if possible how do I go about doing so?

With AEM 6.0 SP2 this issue has been fixed for the touch-optimized UI - so you can do want you require in both UIs.

classic ui it is possible. In touch ui as of now you need to open image dialog & then drag & drop.

How do you set it up though? I mean, I can play the parsys anywhere on the page but once I add a component to it, I want to be able to move that component anywhere on the page just by clicking and dragging it.

Moving a component is standard behaviour - the following section should help (or the second if you need to use the classic UI):

Depending on the length of your page, you can also use Cut (or Copy) and Paste.
