how to create system user from scratch

I am not able to create system user getting below error .

I am using AEM 6.0 version ...and this is totally new instance . what I am missing here .

In group adminstration I have checked the [permission for admin as well and I logged in as admin.

You are logged in as anonymous. Try logging in as admin from the left screen and then try.
