How to add Custom WF for Publish Page (in Page Properties Dropdow)

I did an ovelay of /apps/wcm/core/content/editor/jcr:content/content/items/content/header/items/headerbar/items/pageinfopopover/items/list/items/publish/granite:data

and /apps/wcm/core/content/sites/publishcompagewizard

But its not working in AEM 6.4.6
Do I need to add any other overlays

Overlaying the following node /libs/wcm/core/content/editor/jcr:content/content/items/content/header/items/headerbar/items/pageinfopopover/items/list/items/publish should implement this use case. I quickly test this out and it works fine at my end.
