How is a notification sent to a user's notification inbox ?

    I want to send a notification to more than 1 user without defining it in groups. I have made a customized dialog where the user can select more than 1 user. But the notification is not being sent to the users selected. Please help. A notification should be sent to all the users selected and they should be able to take action on the workItem.
