How can I assign Activate later permissions to a usergroup?

I would like to assign activate/deactive later permissions to a user group.

Currently when a member of the user group is trying to activate later a pdf document in the DAM, gets the following messages:

Could not schedule page for activation

Cannot create workflow instance

Make sure the group who is activating the pdf, has the read, write access for the workflow

Could you please let me know the path of the workflow when read and write access need to be given
