Enforce Strong Passwords in CQ5.5?

Is there any way to enforce strong passwords, e.g min length and special characters in CQ5.5 SP2.1 without ldap integration or a custom login module?

Out of the box no; however, if this is something you need, you can customize AEM by wrapping a  Java library that contains methods that are suitable for performing server-side password strength checking within an OSGi bundle.
