Is there any document mentioning about the GraphQL request number limitation for requesting Content Fragment? since I didn't see the exact number listing in the official document.
Or is it possible there is no limits but the fee will be affected?

I believe limitations are not at AEM or Content Fragment end. However, there are limitations and performance issues that might be encountered when certain thresholds are reached at GraphQL end. There are multiple parameters which impact the Performance. Below link should be helpful in identifying those parameters.
