ContextHub ToolBar disappearing on Refresh in AEM6.3

Hi,

I have added the code <sly data-sly-resource="${'contexthub' @ resourceType='granite/contexthub/components/contexthub'}"/> in clientheaderlibs.html  in my project to include the ContextHub Tool and I am able to see the contexthub tool on the first load of my page but when I refersh the page it is disappearing and never seen again until I close and open several times

Please let me know if any thoughts? I am using AEM 6.3 version, service pack 3.3.6

I have also added the properties to the root content page
