Content Fragment not visible in AEM 6.4

   I know I am really late to answer this. But since I was going through CF and saw your question, I thought this answer might help someone with similar issues later. Actually in the tutorial in Adobe Experience Manager Help | Getting Started with AEM Content Services - Part 4 - Defining Content Services Templates , In the Defining the FAQ Listing API Template , you need to properly enable  the policies for the Fund Listing API. This should enable the We Retail Content Fragment component in the layout container.

Also the package is available to download and install below the page in the tutorial
