How can I use Content Fragments (or a similar structured content approach) in document-based authoring with Edge Delivery Service (EDS), without relying on AEM's DAM?

I am not sure whether you have explored the option of using spreadsheets. Refer -https://www.aem.live/developer/spreadsheets#sheets-and-sheet-structure

    Since Content Fragments are not supported in Edge Delivery Service (EDS) for document-based authoring, we are using spreadsheets to achieve a similar structured content approach. I want to understand the correct way to implement this.
