Configurable per-user-group Welcome screen in AEM Author (AEM as a Cloud Service)

Use case and current behavior: We are migrating from AEM on-premise to AEM as a Cloud Service (Sites). On-premise, we override the Welcome screen so that each user group sees personalized links and shortcuts. On AEM as a Cloud Service, /libs is immutable, so this override is not possible, and there is no supported out-of-the-box way to show different Welcome screen content per user group.

Business impact: Authors and managers would find the right links more easily if the Welcome screen matched their area of access and job responsibilities. This improves productivity and onboarding, and it allows teams to migrate to AEM as a Cloud Service without unsupported customizations.

Expected behavior: 

1. Welcome screen in AEM Author content and links can be defined per user group. 

2. The configured URLs can be managed and updated after release, either through configuration in AEM Author or through a code/config release (for example, a Cloud Manager pipeline), without overriding out-of-the-box components. 

3. URLs support locale placeholders.
