Change to Workflow Notification template not being picked up

I have updated the Workflow notification template located in /etc/workflow/notification/email/default/en.txt and saved the changes, but the changes are not being picked up.  The original template is still being used for the email.  I followed the instructions in the Email Templates for Workflow Notification section here: https://docs.adobe.com/docs/en/aem/6-1/administer/operations/notification.html.

After modification please restart the bundle the workflow bundle [1]  the bundle name might be granite if you are using latest patches.
