Bad Payload URL in Workflow Inbox

Hi there,

We're using AEM 5.6.1 and have noticed that all payload urls in the Workflow Inbox take the user to a 404 page.  I've examined the URL and it seems that somewhere along the line, the "/" in the URL are be transformed into "%252F."  For example, the url http://localhost:4502/bin/wcmcommand?cmd=open&path=%2Fcontent%2Fmy-folder%2Fmy-page from the Notifications inbox (which works), looks like http://localhost:4502/bin/wcmcommand?cmd=open&path=%252Fcontent%252Fmy-folder%252Fmy-page in the Workflow Inboxand takes the user to a 404 page. 

Can someone advise where to fix?  This is happening on OOTB workflows i.e. not customizations or modifications.

Issue has been filed. The internal reference number is CQ5-34572.  File daycare to get fix OR overlay [1] & fix yourself.
