AEM 6.4 - Content Fragment Models

Hello Team, Can content fragment models be created under /apps/<custom path> in AEM 6.4.  I was referring to the link Content Fragment Models  , but following this it gets created under /conf. I dont see an option to have the model created under /apps.

Can some one guide if this is possible/

This is how they are designed. It will be created under conf than apps.

Hello Kautuk,But , Just trying to understand  the rationale behind this design. Why an option to create under apps/<site> is not provided. Why not treat content fragment models just like page templates.
