Looks like it got merged onto the Rules page here:

Scroll about 2/3rd-3/4th way down to the "Load Order for Rules" section.

    Thank you very much!  Would be nice if they 301-redirected that link to the page you mentioned.  That link is in many places in the documentation and forum responses.
