user sees dim screen when logging in - cannot get past the overlay

I have one user who  sees dim screen when logging in - cannot get past the strange overlay.  I'm guessing it is an error which the welcome box but it's consistent across all browsers.   I can login fine.   I've tried to login as the user and it happens on my machine.  see screenshot.

Hi Jason,

Is this issue persisting, have you tried clearing Browser cookies and cache?...this sometime cause such issue.
