Super User - for managing just user accounts

Is it possible to allow the user management sectionto a user without giving him/her the full Admin rights?

In this way, we can assign all the user management tasks to our IT/helpdesk team so that they can take care of login related issues.

Currently only Admins can manage users and Admins have access to all report suites. We have a lot of report suites and we dont want to share all those suites with IT team.
