Return Frequency Report of Visits and Visitors

If I run a Return Frequency Report with a data range of 1 day the counts for visitors and visits are identical for all time frames except for 'less than 1 day'.

If I run it for a 2 day date range then the counts for visits and visits are identical for 'less than 1 day' and  '1 to 3 days'.

Not sure what the date range would have to do with the counts of visitors and visits?
