Provide option for creating segments/calculated metrics at project-level when creating them inside a project

@yuhuisg , could you elaborate why the segment creation by clicking on the "+" icon in the panel is not an option?

@andrey_osadchuk what I am thinking of is for this feature to always be available in the Segment/Calculated Metric builder. Currently, the checkbox, like the one you've pointed out, is only available when you create the Segment within the project (and likewise if you create a Calculated Metric within the project).

But once that checkbox has been checked, the Segment/Calculated Metric will only be available at the user-level, and there is no way to revert it back to project-level.

Or let's say I had created a Segment/Calculated Metric according to the normal workflow (i.e. by creating it via the left rail's "+" or inside the Components section in AA), then I cannot update it later to be project-level only.

After thinking about it further, I suppose this idea won't be taken up because it has the very high possibility of breaking other projects that rely on those same Segments/Calculated Metrics.
