Processing rule display changes

It would be nice to have a column in the Processing Rules interface of when the rule was first created, as well as when it was last modified. It would also be nice to see the "Reason for the Rule" section without having to expand the rule.  And lastly, you should be able to give the rules a title so you know what they do without having to expand them.
