Only seeing metric breakdown for first row of table

I’m trying to create a freeform table that shows GA Medium broken down by GA Campaign. When I apply the GA Campaign dimension as a breakdown to GA Medium, only the first GA Medium row displays campaign results.

If I remove the breakdown from the first row, then the next GA Medium row shows campaigns — but still only that one row, not all rows in the table.

What I need is for all GA Medium rows in the table to be broken out by GA Campaign at the same time. How can I achieve this?
