Novice looking for SEO direction

I am a small business owner. I am looking for a software system to use for getting my website to better search engine rankings.  

Can you recommend novice friendly software, or is this something I should outsource?  I have tried outsourcing frankly but have not been happy with the 4 companies used over the last 5 years.
