No access to Publishing Widgets for non Admins

I have two users who have over 200 SiteCatalyst reports published as excel files on their Sharepoint site. Now they want to use Publishing Widgets in stead, and ask for Admin access. Apparently there is no alternative other than to give these users full Admin access. I regards this as a weak point.

Thanks for reaching out. 

Access to setting up Publishing Widgets have been limited to Admin users because Publishing Widget can potentially drive high traffic volumes. Widgets may be improperly used or excessive traffic may cause an impact to overall performance.
