Make it easier to set up a First Party Cookie

There are several steps involved with setting up a First Party Cookie on a site.  SSL Certificates must be purchased, settings enabled, IT needs to get involved, etc, etc.  Strangely this isn't necessary for other tools (Webtrends and Google Analytics come to mind).  Why is it such a process to use a First Party Cookie with Omniture?  This should be much simpler.
