Make it easier to Add New Users

Please make it easier to add new users.

For example, to get to the Add User Screen, you need to click User Managment in the global nav, click Existing Users, Click Add New Users.

Why cant' Add New Users be on the User Management screen.

Also, if there is a validation error, then all the Groups selected in the Select Lists are lost.
