Local admins don't have access to reportsuites they create

If user has local admin rights to Report Suite Management, then user should automatically have access to report suites he/she creates. Currently this is not the case.

If a local admin creates a new report suite, he has to have an overall admin go and enable access to that report suite in the local admin user's account
