Let the admin enable a limited number of Full Subrelations

To enable Full Subrelations for an eVar the admin needs to contact Client care. There should be 2 or 3 that the admin could do without contacting them. Everying after that then contact Client Care.

    We did you one better: We enabled full subrelations on ALL eVars in SiteCatalyst 15. No need to enable them.
