I've deleted an account user. How can I restore this user? Report bookmarks and widgets were created on that user. Thanks!

I am afraid the bookmarks and widgets created by a deleted user cannot be restored as the link between them gets broken. Scheduled report and widgets should continue working as they were but you wont be able to change it.
