Email User Updates (Email Group, Email Preview)

Similar to the idea exchange wysiwyg, it would be nice to be able to preview messages before you send them. Right now, I send a test email to admins but I'm sure they would appreciate if I didn't.

Also, with 200+ report suites, it would be nice to be able to hit only a certain group with emails. When I make some major changes to report suites etc, it would be nice to send them release notes.
