Display Data Label in charts

Description -

Why is this feature important to you -

The customer asked for it and useful while downloading reports in PDF format

How would you like the feature to work -

The ability to switch on labels in the charts which will display Data labels for each. 

Current Behavior - by default its hidden, one has to hover over it to see the data label
