Better documentation for APIs

I would like to see better documentation for APIs. All of the documentation that I have seen so far for APIs are the technical requirements, which is great. But I am looking for API business documentation. For example, how are the API tokens charged and which API calls are charged a token (ex. Report.QueueOvertime) and which ones are not charged a token (ex. Report.GetStatus). This will make explaining how APIs are charged to our development team.

    Now that tokens are no longer used the business aspects should be a lot simpler. Are there other areas of the docs that would be helpful?
