Allow non-admins to add notes

with the most recent release the ability to add notes to reports was restricted to admins

The work-around from ClientCare is to set up a separate user group that provides admin access to just the notes section and not anything else. Unfortunately this means that every time I add a new reportsuite I need to also remember to included that rsid in the notes-only-admin group. With 500+ users and thousands of report suites this is not feasible. Any of my users need to be able to add notes at any time without any admin privileges.

Please make the Note functionality below each Report also available to be filled from the Users - currently only Admins are allowed to write Notes.
