Admin access for Analytics
Is there a way to create an Admin for Analytics that would allow users to create and delete profiles but have no actual access to reports or report suites?

Yes you can have the Product profile Admin are an optional group that can add or remove users to that product profile. Product profile admins do not have full access to Adobe Analytics.
This way you can achieve your access permissions.
