Add ability to add a hyperlink in Data Dictionary text.

The Data Dictionary has a limit of 255 characters, which is reasonable for the presentation. They are the inline Cliff notes. I have created full documentation for our custom variables in Confluence. It would be helpful to be able to add a More Info link to that documentation in the dictionary. 

This would probably mean you would need to distinguish the character limits between the presentation and the link.
