Campaign is also my guess! And before flooding the fora, inamw21812872 should first answer our questions as this will not lead to qualified answers as such a SQL database access is not necessary with CC products. But I supposed John moved from Forum comments and it shouldn‘t be in Adobe Creative Cloud at all.

Well, I'm a CC guy. I just read what has been answered by mikewebguy and it made some sense to me. What I can offer are the two Fora , where people may be helping with your problem. I would suggest to you to post to both fora. I suppose your final solution will be some HTML code and some image editing. Please note that both "jobs" are unrelated to each other. And I suppose that Adobe Target is mostly unknown there. Well at least it was to me before finding this thread. But the specialists there...

Photoshop (or to be honest any modern image editor program) will be able to handle images with multiple layers and output those as flattened JPEG image files. However, if the customer only provides JPEG files, you will have a problem with "layering" as JPEG files do not offer transparency so only the top image will be visible.
