You don't explicitly create ad groups in Facebook campaigns. However, when you create an ad, an ad group is created that includes both the ad (ad type, ad title and body text, image, and destination URL) and its target audience. The ad group name is retained when you edit the ad elements and targets, including when you edit the ad elements using ad rotation.
